Take-Two Interactive CEO Strauss Zelnick explained that Rockstar always prioritizes console releases. He stated, "Rockstar always starts on console because I think with regard to a release like that you're judged by serving the core." This approach ensures that the core audience, who typically plays on consoles, is served first. Zelnick added, "If your core consumer isn't there, if they're not served first and best, you kind of don't hit your other consumers." This strategy reflects Rockstar's historical pattern of releasing PC versions of their games significantly later than their console counterparts.

For instance, Grand Theft Auto V came to PC a year and a half after its initial release and about six months after the re-release on Xbox One and PS4. This trend extends across several Rockstar titles, including Red Dead Redemption and LA Noire.
